I posted a job to the job board and received a candidate application. I checked my database and already had this candidate in my database, so I don’t have to pay a fee? Is that correct?

Let’s talk about the “BUT FOR” rule. The candidate application is what drove your interest in this candidate. If the candidate was already on your short list before posting and advertising on the Job Board you could be correct about no fee. If the application caused you to check your database, a fee is absolutely required. 

“But For” information received via this candidate application, a placement would not have taken place; therefore, a Job Board Fee is due NPAworldwide.

Let us be serious about “having someone in our database.” Since everyone has access to just about 90% of all candidates through the LinkedIn database, having someone in your database does not mean much anymore. What is the cause of your interest in a candidate? If you would have had them sitting in your database but an affiliate submittal or Job Board application is what causes you to check your database, then you have a flawed system and fees are due the person/service that created your interest in this candidate. Your process should be to look at your database first, not after someone else does the work to match a candidate to your job.
