I just received a candidate from the NPAjobboard and when I looked in my database, I already have that candidate. I assume I don't owe a fee if this candidate gets placed, correct?

That is not correct. It is the information that triggers your interest​ that determines whether a fee is owed, not the candidate record itself. This is true whether you receive a candidate from an NPAworldwide trading partner or via our job board.
It is not appropriate to receive a candidate and then​ go searching to see if you "already have that candidate" in your database. Presumably, you have already done a search in your own files before posting a job. If your own efforts did not surface the candidate for consideration, then compensation is owed to the source that DID bring the candidate to your consideration. This is non-negotiable.
